Problem Description: Parts list is created with extra (non-existant) components.

NO SYSLOG ERRORS.

Conferred with TCE support

Reference the following PR's:

PR 1604703 reports a similar issue - this case involved components deleted from an assembly - corrupted part.

PR 1603437 reports an issue in which the NX to PSE sync is not working as expected.


PR 1592542 reports an issue in which the attribute "$~C" is used, the parts list does not display correct members, and the PSE 

contains entries which are incorrect.
Apparently the Parts list and the PSE are unable to synchronize.

Previous similar PR's indicate this is due to a part corruption.

Customer requests the file(s) be repaired.

You reported an issue in which extra parts were added to a parts list when opening a drawing from Teamcenter.

We provided a new environment varaible,UGII_UGMGR_CLEAN_INTERNAL_PLIST, that users can set to invoke a clean up function to remove the corrupted internal layer zero parts list during open model from Teamcenter. The 00000251-501_D was used to verify the result. A MP request for NX4.0.4 has been submitted.
