how I can create an event every time i load a FRAME in Annotation?
My version in use are 20.5.

Hmmm.  I am in doubt what's your question. CREATING a new event, or looking for an existing one to track changes on a sheet's frame?

with respect to the ▶▶documentation there is no official event for Annotation frames. And even with apropos command I don't find one.

May be clarify your request and let us know what you wanna do to find a workaround.

BTW: why not using https://www.cocreateusers.org/forum/forumdisplay.php?f=5 ?
